The metropolis attracts investment in the modern services, logistics and technology sectors, and it develops as an important port and transport hub in the Baltic region. The Tri-City has a total population of approximately 750,000, while the entire metropolitan area is home to over 1.5 million people. Infrastructure

The transport infrastructure of the Tri-City stands out from other urban centres in Poland due to its direct access to the seaports in Gdańsk and Gdynia. Thanks to consistent modernisation, the Port of Gdańsk is constantly developing. It is currently among the top ten largest ports in Europe.

Getting around the Tri-City is made easy by well-connected public transport. Residents most often choose railway and bus lines. Their extensive network allows seamless transport. There are over 130 bus lines, 11 tram lines and 12 trolleybus lines operating in the Tri-City. Furthermore, residents have access to an ever-expanding cycling infrastructure, which currently exceeds 830 km.

Infrastructure development in the Tri-City and the entire Pomeranian Voivodeship is currently focused on two strategic areas: power industry and transport. Both of these sectors are the subject of intensive investment, which is of fundamental importance both for the region and Poland as a whole.

Power Infrastructure

Pomerania is becoming the centre of the country’s energy transition. Within the next dozen or so years, approximately 25% of domestic electric power is to come from offshore wind farms in the Baltic Sea. There are plans to implement 19 offshore projects, some of which are already under construction.

An important element stabilising the power system will be Poland’s first nuclear power plant, which is being built in Choczewo commune. The first block is scheduled to be launched in 2035. This investment is accompanied by numerous related projects, including the modernisation and expansion of transmission networks and the development of rail, road and maritime infrastructure.

Moreover, Europe’s largest energy storage facility is planned to be constructed in the area of future wind farms and a pumped-storage power plant in Żarnowiec. The investment project, with a capacity of approximately 900 MWh, will be carried out by PGE Energia Odnawialna. This project will enable even more efficient use of energy from renewable sources.

Transport infrastructure

The Metropolitan Ring Road (32 km of expressway) is scheduled to be completed in 2025, with the aim of significantly reducing congestion on the current Tri-City Ring Road. By June 2026, the construction of all sections of S6 route connecting the Tri-City with Szczecin will also be completed, which will significantly reduce travel time to western Poland and Germany.

In terms of public transport, one of the largest railway projects in the region is the construction of a new line of the Pomeranian Metropolitan Railway – PKM Południe. The new line is to serve the southern districts of Gdańsk. The contract for the project works has already been signed, and the investment project is scheduled to be put into operation in 2030.

The seaports in Gdańsk and Gdynia are also carrying out a number of infrastructure investment projects. In Gdańsk, T3 container terminal at Baltic Hub was commissioned in June this year, while a floating LNG terminal and a grain terminal are currently under construction. The Port of Gdynia is preparing to build an outer port – the first works on the new breakwaters are expected to begin soon.

The office market in the Tri-City remains stable despite the still significant slowdown in space development.

New supply and space under construction are reaching historically low levels. Last year, only Waterfront II and Silk building, which is part of LPP Fashion Lab campus, were put into use. Only 22,000 m² remains under construction as part of three office projects carried out in Gdańsk-Wrzeszcz – Punkt, Garnizon Nano and Alzare Office buildings.

However, demand for office space remains consistently high, especially in Gdańsk, where over 80% of the total transaction volume was completed.

The growing demand is largely met by space vacated by tenants that are still reviewing their requirements in the context of new working models and often decide to reduce the space they occupy.

As a result of high tenant activity and modest increases in new supply, the vacancy rate remains relatively low at 12.5%, with a breakdown by city at 9.5% in Gdańsk and 19% and 22% in Sopot and Gdynia, respectively. Asking rents remain stable, ranging between EUR 14 and EUR 15 per square metre.

Signs of some recovery and improvement in the market situation can be seen primarily in the resumption of previously suspended construction of office buildings, as well as the increasingly frequent expansion of existing tenants and the emergence of new companies. Recently, entities from e.g. the logistics, power and IT industries have decided to enter the Tri-City, which proves the continuing growing interest in the region.

The office market in the Tri-City remains one of the most dynamic regional markets in Poland, and recent quarters have seen a significant increase in activity among institutional tenants, companies associated with the State Treasury, and companies operating in the power sector. In many cases, these are long-term tenants, which has a stabilising effect on the market. They are looking for modern, Class A office space located in the best-connected parts of the agglomeration, with a strong focus on Gdańsk, where most of the demand is concentrated. The increased activity of tenants in which the State Treasury has shares may result, among other things, from limited resources of their own office space that meets technical and functional standards and ESG requirements. Currently, tenants place particular emphasis on the quality of property management. A comprehensive approach that includes full operational, technical and administrative support, as well as systematic investment in maintenance and development of the building, affecting the quantity and quality of amenities, the standard and aesthetics of common areas and the safety and comfort of using the facility’s infrastructure, are appreciated.

The observed changes show that the Tri-City office market meets the requirements of both large corporate entities and the public sector. Given the growing role of the Tri-City as an operational hub for the power and maritime industries, it will be worth watching the further professionalisation and specialisation of this market segment in the coming quarters.

The Tri-City continues its dynamic economic development based on close cooperation between business and public administration. For example, programmes such as SMART Path offer support for consortia carrying out R&D activities. Furthermore, tax reliefs and deductions are available, which can significantly reduce the tax burden on entrepreneurs. In 2025, the Tri-City is an example of a region where synergistic cooperation between business and public administration creates favourable conditions for the development of entrepreneurship. Educational potential

The Tri-City is one of the strongest academic centres in Poland, combining dynamic economic development with a high level of education and close cooperation between science and business. The universities stand out for their modern approach to education, numerous research and development projects and programmes supporting entrepreneurship in the region. Thanks to its strategic location, the area attracts investors and students interested in the maritime economy, modern technologies and social sciences.

Gdańsk University of Technology is one of the best technical centres in the country; in 2023, it obtained the status of a research university. It has numerous research centres and laboratories that cooperate with industry, and its Knowledge and Technology Transfer Centre supports entrepreneurs and technology start-ups. The university is involved in innovative projects, including those related to artificial intelligence, marine engineering and renewable energy sources, attracting the attention of international companies and institutions.

The University of Gdańsk is a leading research university in the fields of social sciences, humanities and natural sciences. It cooperates on an ongoing basis with the maritime, power and technology sectors, including through the Baltic Environmental Research Centre and the Technology Transfer Centre. The university also has an Academic Business Incubator that supports students and graduates in setting up their own businesses.

The Naval Academy in Gdynia plays a key role in educating specialists in maritime economy and defence. The academy cooperates with global corporations in the shipbuilding, logistics and defence sectors, offering innovative education programmes and research in maritime technologies.

Assessing the location as a place to live

Thanks to its location, the Tri-City has enormous potential for active outdoor leisure. Direct access to the sea (Gdańsk Bay), forests, hills and beautiful beaches means that everyone will find something to enjoy here. The wide availability of water sports, countless cruises and numerous bathing areas make it a real paradise for residents and tourists alike. The Tri-City also offers a wide selection of theatres and cinemas. Particular attention should be paid to the Shakespeare Theatre in Gdańsk, designed by Renato Rizzi, which features a globally unique solution: a retractable roof over the auditorium and an adaptable auditorium. The Tri-City is also full of music. Many concerts are held here, including Poland’s most famous music festival – Top of the Top Sopot Festival, and Open’er Festival, winners of the European Festival Awards.
